Rules 1 & 4

Case 1

Team A is first and 10 on the A35. They execute a running play that gains 2 yards. B2 is called for objectionable conduct during the play. This play ends up being the last play of the third quarter. As time has expired Captain A1 asks to have the penalty applied on the opening play of the fourth quarter.

The referee agrees, is he correct? (no) 1-5-6 Page 7

Case 2

Team A is first and 10 on the A35 the play goes for a touchdown. During the play B1 is called for OC. Time has now expired in the 3rd quarter. Captain A1 asks to have the penalty applied on the kick off to start the fourth quarter.

The referee agrees, is he correct? (yes) 1-6-3 Page 8

Case 3

Team A kick off. The ball lands and bounces off the ankle of B62. A2 and B4 simultaneously fall on the ball. The ball is awarded to team B at PBD.

Is this correct? (yes) 1-6-3 Page 8

Case 4

Team A is 3rd and goal at the B2 on the hash marks. Team A is lined up for a field goal. An eager A78 leaves early to start blocking and the play is whistled dead by the side official. B1 accepts the penalty and declines the yardage and asks the referee to repeat 3rd down at the B2.

Case 5

On an extremely cold and wet night where the ground is very wet, Team A is 3rd and 8 on the A24. Center A44 comes over the ball and picks it up, rotates it in his hands and bends over to take up his position. So that he can keep a good grip on the ball, A44 does not place the ball back on the ground, rather he starts a swinging motion with the ball and his arms. After a couple of swings he releases the ball to the kicker.

Is this action legal? (no) 4-2-1 Page 29


The following cases were also discussed:
Rule 1

1. Team A - 3D and 10 at their own 40 yard line. A1 hands off the ball to A34 who runs a sweep to the short side. The umpire buys a fake to the wide side (its always the Umpire) and blows his whistle when A34 is at the A45 yard line. Shortly after the whistle B55 face masks A34.

What are the Options ?
Answer: Options to Team A. Repeat Down and accept [or Decline] UR - A 1D at A 55 or let play stand and apply [or decline] UR - B 1D at B 50.

Rules 1-8-1 Note 4 (1) and Rule 8-5-5

2. Team A - 2D and 3 at the B 45 yd. line. A1 hands off the ball to A34 who runs a sweep to the short side. A34 fumbles the ball at the B40. B55 touches the loose ball. A65 then dives at the ball and he comes to rest on the ground with his lower body lying out of bounds and his upper body lying in bounds. While in this position he gains possession the ball.

What is the Result?
Answer: A65 is out of bounds and cannot recover the ball. When A65 touches the ball it is dead (Rule 1-10-1(a)). The ball goes to the last team to touch it in bounds at either where it was touched or where it went OB, whichever is closer to that teams' Dead Ball Line. (Rule 1-10-5)


3 & 4. Team A 1D and 10 at their own 20 yd. line. A1 throws a pass to A34 who receives the ball at the A 40 near the sideline on the side of the field where the B Bench is located. As he is running down the sideline in front of the B Bench, i) B55 steps off the bench and knocks him to the ground; or ii) a photographer at the end of the B Bench bumps into him and knocks him to the ground.

What are the Results?
Answer: In i) it is an automatic TD. No discretion
In ii) since the photographer is not a "substitute, coach, trainer, or occupant" of the Team B bench the Referee must determine if it is obvious that A40 would have scored a TD. If it is then he should award a TD. If not it is A ball 1D-10, half the distance to the goal line from the point of illegal participation.
(Rule 1-13-4(b))

5. 1 minute to go in the 1st half. Team A is 2D and 5 at the B 35 yd. line. A1 passes to A34 at the B29 yard line near the sideline. A34 is hit by B55 immediately and driven to out of bounds at the B31.

Down and Timing for the next play ?
Answer: A34 is held and driven back at the B29, which is his point of forward progress (Rule 2-1-10). It is inbounds therefor the clock shall start on the ready signal from the Referee. (Rule 1-5-1(b))

Rule 4

1. Last minute of the 1st half. Team A i) 1D and 10 or ii) 3D and 10 at their own 1 yd. line. Prior to the snap Right Guard A64 comes out of his stance early and blocks B78.

What are the Options ? (there are 2 for each scenario)(Hint: This actually incorporates issues from Rules 1, 8 and 4)

i) Team B option - The penalty at Team A 1 yd. line on 1 & 2 D is Loss of Down. (Rule 8-3-4). B may elect to accept the penalty in which case it is A - 2D&10 at their own 1. The clock will start on the snap, or they may decline the penalty in which case it is A 1D&10 at their own 1 and the clock starts on the ready. (Rule 1-5-1(i))

ii) Team B Option - ). B may elect to accept the penalty in which case it is A - 3D&10 at their own 1 (Rule 8-3-4). The clock will start on the snap, or they may decline the penalty in which case it is A 3D&10 at their own 1 and the clock starts on the ready. (Rule 1-5-1(i))

2. It is a dry clear day with good field conditions. Team A is 2D and 10 at their own 4 yard line near the centre of the field. They scrimmaged from the same point in the last play. A1 asks the Umpire to move the ball to the right hash mark this time.

Ruling ?
Answer: The Umpire should move the ball to the hash mark. (Rule 4-4-5)

3. Right Guard A64 comes out of the huddle early. He goes into a 3 point stance beside the ball. Before any other linemen (B or A) start taking their stances he gets up and resets about 6 inches to the right.

Ruling ?
Answer: Illegal procedure against A. Rule 4-3-4.

RULE STUDY QUESTIONS

1. For each of the following, indicate True, False, Yes or No, as appropriate.

2. The score is tied at the end of regulation time.

a) The officials bring the captains to the centre of the field to determine choice for the commencement of overtime. The captain of the team scoring the tying points in regulation time shall have first choice.

(1) ANSWER: (Y) (1-3-6 (e)) If Team B legally take possession on Team A's series (e.g. intercept a pass or recover a fumble) and then score, the game is over because the next series would be theirs and they have the winning points in hand.

e) On the last play of regular time B-1 is guilty of Piling On. This penalty is applied against B-1's team on the first play of the first series of overtime.

(1) ANSWER: (T) Case Book - Rule 1 - Case 3-6-12 indicates that since this is a dead ball foul the regular game is over and by Rule 8-5-11 it shall be applied on the first play of overtime.

f) On the second play from scrimmage of the first overtime series Team A are slow getting in a substitute and the QB turns to the Referee and requests a time-out. The Referee grants the time-out. Is he correct?

i) (N) (Rule 1-3-6 (g)) There are NO team time-outs in overtime.

3. With 00:48 on the game clock in the fourth quarter Team A are 3D and 3 on the Team B 5-yard line. The score is 17-14 for Team B. The clock starts on the snap and Team A kick a field goal. On the play, the left guard, A56, was guilty of procedure. The following are options that Team B has with respect to accepting or declining the penalty and timing?

a) Team B may decline the penalty and allow the score to stand making it a tie game.

i) ANSWER: (T) Case Book - Rule 1 - Case 5-1-1

b) Or, Team B may accept the penalty and the yardage making it Team A 3DR and 8 on the Team B 10-yard line. Clock starts on the snap.

i) ANSWER: (T) Case Book - Rule 1 - Case 5-1-1

c) There are no other options.

i) ANSWER: (F) Team B may accept the penalty but decline the yardage making it 3DR from the Team B 5-yard line. The clock will start on the snap because the penalty was accepted.
ii) Case Book - Rule 1-Case 5-1-1.

4. During the last three minutes of the first half, ball carrier A23 is zipping along the sideline very close to the boundary. He is hit at his 36-yard line and driven back to out-of-bounds at his 35-yard line.

a) The line of scrimmage for the next down will be the Team A 35-yard line.

i) ANSWER: (F) Forward progress says the 36.

b) The clock will start on the snap for the next down.

i) ANSWER: (F) By rule the forward progress is the 36-yard line. At that point he is ruled down and the ball was in-bounds. Clock starts when ready for play.

5. May an Assistant Coach call a team time-out?

a) ANSWER: (Y) But only if he is designated for that game as the Head Coach. This is a rule change for 2007. As a mechanics note - part of the pregame conference with the coaches should identify absolutely which of the coaching staff will be designated for that game. All members of the crew should be aware of the designation. If a non-designated coach requests a time-out and it is granted in error, what should be the procedure?

6. When a forward pass is thrown, once it leaves the QB's hand it is "in flight" and not in the possession of either team.

a) ANSWER: (F) By 1-6-4 (a) a forward pass is in the possession of Team A until it is declared incomplete or passes in to the possession of Team B.
