C.F.O.A. Biennial Conference Hosted by Calgary Football Officials Association

The 2006 C.F.O.A. technical conference will be held on May 20-22, 2006 in Calgary, Alberta, Canada.

The theme and focus of the conference will be the “Art and Science of Officiating“. The intent is to provide all delegates with knowledge, experience, wisdom and practical skills that they can benefit from immediately in the quest to become better football officials at any level of the game. This will be accomplished through highly informative and entertaining technical sessions pertaining to the integral aspects of officiating delivered by some of the best, most highly respected, leading edge people in the game.

MECHANICS REVIEW - Three man coverage

From time to time crews may find themselves in this type of coverage, so it is always wise to review the specific mechanics. The Canadian Football Officials Association details the national standard for 3-man mechanics in their training manual.

The national standard recommends a Referee, Head Linesman and an Umpire, with the referee positioned opposite the HL during scrimmage plays. This mechanic allows coverage for both sidelines. Clearly, though, this leaves a lot of open field so concentration and quickness are key to this mechanic, particularily in passing situations.

In our association, we adjusted the mechanic on scrimmage plays to include two side men and a Referee. This adjustment was made primarily to allow for a more accurate spot of the ball. With this mechanic, downfield coverage is sacrificed for maximum sideline coverage. Again, quickness, speed and concentration are the keys to good coverage especially in passing situations.

Our goal as an association is to adhere to the national standards, however, the level of football, the tendencies of the teams, as well as, the strength of the crew will dictate the mechanic used.

Team A is 2D and 10 on the Team B 50 yard line. A1 throws a FP to A2 at the B 45 yard line. A2 catches the pass, turns and punts the ball to the B5.

Rule 6-4-6(d)

To simplify the judgement they (CFOA) are applying this rule such that if the receiver is off the ground, catches the pass and is subject to any contact then lands out of bounds, the pass is ruled complete.
